Why the High Seas Treaty Matters.

Abstract

The article focuses on the 2023 U.N. High Seas Treaty, a global agreement negotiated by over 100 countries to establish marine protected areas in international waters beyond 200 miles offshore, aiming to safeguard biodiversity and manage ocean resources sustainably. Protecting at least 30% of the world's oceans is identified as a minimum benchmark for long-term ocean health, yet currently only 8% is designated as marine protected area, with less than 3% effectively protected. The treaty, nearing the 60 ratifications needed to become binding international law, will enable the creation of high seas marine parks, regulate activities like fishing and deep-sea mining, and promote equitable marine research. The High Seas Alliance has highlighted eight priority sites for protection, including the biologically unique Lost City hydrothermal field. While the treaty marks a significant step for ocean conservation and multilateral cooperation, it represents the foundation for ongoing efforts to manage and protect the high seas.
