Do mentoring and oversight matter? The effects of allocating central administrators to local government units: evidence from Japan.

Abstract

This article examines the impact of allocating central government administrators to Japanese municipalities during the 2000s on local fiscal discipline. Using a dynamic difference-in-differences model that accounts for heterogeneous treatment effects and a comprehensive city-level panel dataset covering over 1,700 municipalities from 2000 to 2014, the study finds that municipalities hosting transferred central bureaucrats reduced expenditures by about 5.0% and lowered borrowing costs by approximately 3.9%. These fiscal improvements persist for years after the administrators’ arrival and even after their departure, suggesting that the administrators’ roles in both monitoring local governments and mentoring local officials contribute to sustained fiscal discipline. The findings highlight that this flexible, personnel-based policy serves as an effective alternative to formal fiscal rules with explicit numerical targets in mitigating deficit bias among local governments.
