Abstract
The article comments on how the Federal Home Loan Bank Board (FHLBB) shared home owners' loan corporation (HOLC) maps with private lenders, elucidating redlining causation in public health network. It reveals the distribution of physical copies of HOLC maps in government circles and the awareness FHLBB of how mortgage lenders would use them to shape capital flows. Evidence are presented showing that HOLC maps initiated race-based spatial mapping in the private industry.
