Community Policing as a Philosophy: The Case of Pol-Der (Polis Derneği, Police Association) in Turkey.

Abstract

This article focuses on the development and significance of community policing, a philosophy emphasizing stronger ties between police and society, which emerged in Western democracies in the 1970s and later spread to developing and unconsolidated democracies. It highlights Turkey as a notable case through the establishment of Pol-Der, a Turkish police association founded in the 1970s that aimed to adopt community policing principles early on. While Pol-Der's political and ideological aspects have been studied previously, this article emphasizes its ambitious but ultimately unsuccessful attempt to shift policing models in Turkey toward community-oriented practices.
