Abstract
The article focuses on outreach efforts to support unhoused individuals sheltering in Chicago Transit Authority (CTA) trains and stations during harsh winter months. Nonprofits such as The Night Ministry and Thresholds conduct regular outreach on CTA Red and Blue Lines, providing food, clothing, and connections to housing and health services while building trust with unhoused riders. Despite legal protections under the Illinois Bill of Rights for the Homeless Act, challenges persist due to rising homelessness, limited affordable housing, and increased violent crime on public transit, prompting enhanced law enforcement measures. Funding uncertainties and social stigma further complicate outreach efforts, underscoring the need for sustained, collaborative support and Housing First programs to address homelessness in Chicago.
