Who is spending the most lobbying on AI policy?

Abstract

The number of organizations lobbying the U.S. federal government on AI tripled from 158 in 2022 to 451 in 2023. Big Tech companies, such as Amazon, Meta, Google parent company Alphabet, and Microsoft, have significantly outspent other organizations, with each spending over $10 million on lobbying. However, the exact amount spent on AI-related lobbying is unknown. While some in the tech industry argue against regulating AI, many companies have publicly expressed a cooperative stance towards potential regulation. In closed-door meetings, however, companies tend to advocate for permissive or voluntary regulations. The large amount spent by Big Tech has allowed them to build a sophisticated lobbying apparatus, hiring experienced lobbyists who understand the technical details of their brief.
