Abstract

The article focuses on the early history of the term "bureaucracy" and its invention by French merchant and royal administrator Jacques Claude Marie Vincent, marquis de Gournay, in the 1750s. It reports that Gournay introduced the term as a form of government, challenging traditional classifications, and explores the evolving interpretations of the term up to the revolutionary period.
