Abstract

The article focuses on the historical and structural factors contributing to Georgia’s mental health care crisis, emphasizing the intersections of racism, geographical segregation (notably redlining), and policing. It analyzes how these legacies have shaped punitive mental health policies, limited access to quality care, and disproportionately criminalized people of color, particularly in Atlanta’s historically redlined neighborhoods. The article critiques recent legislation like Georgia’s House Bill 1013 for failing to address these systemic issues and highlights the complex role of psychiatric nursing within these frameworks. It calls for mental health policy and nursing practice to incorporate historical awareness and anti-racist approaches to effectively address disparities and improve community-based mental health care.
