The degree of implementing total quality management (TQM) standards in Arab minority higher education institutions in Israel.

Abstract

This article examines the degree of implementation of Total Quality Management (TQM) standards in Arab minority higher education institutions in Israel, as perceived by lecturers and administrators, and analyzes the impact of variables such as gender, education, job position, job title, years of experience, and specialization. The study found a generally high level of TQM application across domains, with lower scores in teamwork and decision-making, highlighting a need for greater involvement and decentralization in these areas. Significant differences in TQM implementation were associated with gender, job position, and specialization, while education, job title, and years of experience showed no significant effect. The findings suggest that cultural and organizational factors influence TQM adoption, and recommend strengthening leadership commitment, promoting inclusive decision-making, and fostering a quality culture to enhance the effectiveness of TQM in these institutions.
