Abstract

This article examines how Emojination, an activist collective founded in 2015, facilitates culturally inclusive emoji creation by mentoring everyday people to write technical proposals within the Unicode Consortium's regulatory framework. Emojination develops and continually refines an accessible proposal template based on Unicode's official guidelines, providing practical advice and clarifications to help non-expert writers navigate the complex and often exclusionary emoji approval process. The case study highlights how Emojination's tactical technical communication operates inside institutional structures, demonstrating that systemic change toward inclusivity can be achieved by working collaboratively within, rather than solely opposing, established regulatory systems.
