Health Care, Mortality, and Declining Occupancy Rates in California Prisons, 2013–2023.

Abstract
This article examines the relationship between prison occupancy rates and health-related outcomes in 30 California prisons from 2013 to 2023, using data from California Correctional Health Care Services and the California Department of Justice. The study finds that reductions in prison overcrowding are associated with improved access to medical, mental health, and dental care but do not correspond with decreases in health care grievances or mortality rates. These results suggest that while lowering prison populations can enhance access to care, it is not sufficient alone to address the broader health challenges and risks faced by incarcerated individuals. The findings underscore the complexity of prison health issues and the need for comprehensive policies beyond decarceration to improve health outcomes in carceral settings.
