Abstract
The article discusses unlawful killings in Mali, specifically focusing on the actions of the Malian army and the Russian paramilitary group Wagner. Human Rights Watch has reported that these groups have unlawfully killed and summarily executed civilians during counter-terrorism operations. The report details several cases of abuses, including the bombing of a wedding ceremony and the execution of villagers. The Malian government has dismissed the UN report on human rights violations as "unverified and alarmist information." Additionally, suspected jihadists in central Mali are holding over 110 abducted civilians, demanding a ransom for their release. The Malian army has conducted operations against militants in various regions, killing several attackers and neutralizing terrorists. Mali has also announced the creation of a special rapid intervention unit to combat militants across the country. In Mozambique, President Filipe Nyusi confirmed the withdrawal of the Southern African Development Community (SADC) Mission in Mozambique (SAMIM) from Cabo Delgado Province, leaving Rwandan troops as the only international forces supporting the Mozambican Defense and Security Forces in the fight against Islamic State-affiliated militants.
