Proactive policing and traffic disturbances: A quasi-experiment in three Israeli cities.

Abstract

This article evaluates the impact of the EMUN reform in Israel, which aimed to institutionalize problem-oriented policing nationally, focusing on traffic disturbance and road bullying offenses. The study compared three police stations implementing EMUN strategies with five matched stations using a difference-in-differences approach, finding significant reductions in traffic disturbances in most treatment areas. Some crime control benefits extended beyond targeted zones, though one large treatment station experienced geographical displacement of offenses to adjacent areas. The findings suggest that embedding evidence-based policing methods can effectively address both traditional crimes and quality-of-life issues.
