Abstract

The article focuses on how frontline work in public agencies is shaped by the cumulative effects of "digital layering" in the digital state. Topics include the challenges posed by complexity and fragility in digital systems, the compensatory practices frontline workers adopt to manage these challenges, and the new roles they assume such as "digital janitors" and "digital liaisons" to uphold bureaucratic and professional values.
