Abstract

Dubai’s success stems from its inclusive social contract inviting migrants to contribute economically and socially, supported by legal reforms that encourage long-term residency and investment by expatriates. Despite the war’s challenges, Dubai’s robust infrastructure, diverse population from over 200 nationalities, and strong governance have maintained stability, safety, and economic vitality. The city’s role as a global financial hub and cultural crossroads remains intact, with its foundational principles expected to sustain its growth and cosmopolitan identity going forward.
