Russia's invasion of Ukraine: What relevance for the United Nations Security Council reforms?

Abstract

The article examines the implications of Russia's invasion of Ukraine for reforming the United Nations Security Council (UNSC), focusing on the challenges posed by the veto power held by its five permanent members (P5: China, France, Russia, the United Kingdom, and the United States). Using a realist theoretical framework, it argues that the UNSC's current structure is outdated, unrepresentative—particularly of the Global South—and ineffective in addressing contemporary conflicts, as exemplified by the Security Council's paralysis over Ukraine due to Russia's veto. The study highlights ongoing debates about expanding and democratizing the UNSC, regulating or suspending veto use in cases of mass atrocities, and improving working methods to enhance the UN's legitimacy and crisis response capacity. It also discusses the role of other UN bodies, such as the General Assembly and the Human Rights Council, in responding to the Ukraine crisis amid Security Council deadlock. The article concludes that the Ukraine war underscores the urgent need for comprehensive UNSC reform to ensure the UN remains a relevant and effective platform for maintaining international peace and security.
