Problem officers and problem behavior: on the object of early intervention systems.

Abstract

This article focuses on the conceptualization and operationalization of problem behavior in the development and assessment of early intervention (EI) systems for police misconduct. It compares three definitions of problem behavior: behavior leading to involuntary separation or severe discipline, a single adverse event, and officers meeting an EI system threshold who are reviewed and deemed to warrant intervention. The study analyzes the alignment of these definitions and the associated risk patterns using data from two police agencies. The findings aim to inform improvements in EI system design and effectiveness.
