The Military–Civilian Partnership Quality Improvement Program Concept: A Process to Improve Data Collection and Outcomes Assessment.

Abstract
This article focuses on the development and evaluation of the Military–Civilian Partnership Quality Improvement Program (MCPQIP), a locally driven process designed to enhance the passive collection of external clinical workload data for military health care physicians participating in Military–Civilian Partnerships (MCPs). Conducted at Wright Patterson Medical Center and the University of Cincinnati’s Center for Sustainment of Trauma and Readiness Skills, the program established a coordinated oversight function, standardized data collection methods—primarily leveraging billing and electronic health record data—and implemented regular physician rosters and multi-stakeholder teams to improve data accuracy and completeness. Results demonstrated a significant increase in captured clinical activity data, enabling better assessment of physician deployment readiness and MCP effectiveness. The study suggests that MCPQIP offers a flexible, scalable framework for MCP oversight but recommends further validation across diverse institutions and inclusion of nonphysician personnel in data collection efforts.
