Abstract

The article focuses on the use and enforcement of Football Banning Orders (FBOs) in the United Kingdom ahead of the 2025 FIFA Club World Cup in the United States. FBOs, established under the Football Spectators Act 1989, are court orders restricting individuals from attending or traveling to football matches due to prior involvement in soccer-related violence or disorder. New legislation prevents individuals subject to FBOs from traveling abroad for tournaments, requiring surrender of passports during event periods, with penalties including fines and imprisonment for non-compliance. The article also highlights examples of FBO enforcement and discusses differing perspectives on their preventive, rather than punitive, nature. Additionally, it briefly addresses the role of fighting in professional hockey, noting that despite penalties, fighting remains culturally ingrained and officially recognized in the NHL, with certain players ("enforcers") expected to engage in fights as part of their role.
