Abstract

This article examines the implementation of the Indian Factories Act of 1948, focusing on its welfare provisions for women workers in Pulwama’s pencil factories in Jammu and Kashmir. While these factories provide employment opportunities to largely uneducated women and maintain a generally safe and clean working environment with compensation and health insurance, significant gaps remain in maternity care, medical examinations, crèche facilities, and awareness of workers’ rights. The study found that women workers often lack access to basic amenities, are underpaid, and have limited knowledge of grievance redressal mechanisms or union representation. The authors suggest that improving education about rights and reforming industrial practices could enhance both the socio-economic conditions of women workers and the overall productivity of the pencil manufacturing sector in the region.
